Management Team
Richard Shinto, MD, MBA, President & Chief Executive Officer
Dr. Shinto has more than 20 years of health care experience, including 14 years in medical practice specializing in pulmonology and internal medicine. Before joining NAMM in 2003, Dr. Shinto was Vice President of Medical Management for MedPartners and later the Chief Medical Officer, first for Cal Optima and then for Medical Pathways. He has published several articles on pulmonary and internal medicine in medical journals, including the American Journal of Medicine. Dr. Shinto earned his B.A. from the University of California at Irvine, his medical degree from the State University of New York at Stony Brook and an M.B.A. from the University of Redlands.
Rod St. Clair, M.D., Vice President and Chief Medical Officer
Dr. St. Clair has more than 25 years experience as a physician, spending 18 years in private practice in pulmonary, critical care and general internal medicine. He has served as Medical Director for numerous hospitals and medical groups, was Assistant Clinical Professor at the University of California at Irvine, and Chief of Medicine and Critical Care Unit at Brea Community Hospital. Dr. St. Clair founded two IPAs and was the Network Medical Director for the Greater Los Angeles Area for Aetna. Prior to joining NAMM, he was the Chief Medical Officer and C.O.O. of StrategiCare Management, a case and disease management company. Dr. St. Clair holds B.S./B.A. degrees from Southern Methodist University and a medical degree from St. Louis University of Medicine.
Leigh Hutchins, Vice President and Chief Operating Officer
Ms. Hutchins brings a wealth of knowledge to NAMM with more than 17 years of progressively responsible health care management experience. Her areas of expertise include payor and provider contracting, process and procedure development, business planning and expansion, and provider service management. She currently oversees PrimeCare IPA operations, network development, contracting, marketing and transactional services. Prior to joining NAMM, she was employed by FHP HealthCare and held various positions in both staff model and IPA operations. Ms. Hutchins received her B.A. from the University of California, Santa Barbara and her M.B.A. from the University of California, Los Angeles.
Karen Gee, Vice President and Chief Administrative Officer
Karen Gee joined NAMM in January 2006 as the Chief Administrative Officer. She is responsible for identifying and evaluating opportunities for the company, as well as managing the implementation of projects under the direction of the C.E.O. Her initial duties include program oversight of the Health Net Special Needs Program and Pay for Performance. Karen has almost 15 years of experience in the health care industry, with a strong background in business development, budgeting, corporate finance, contracting, and investor relations. She received her B.A. from the University of California, Berkeley and M.B.A. with a concentration in Health Care Management from Boston University.
Julian Santoyo, Vice President and Chief Financial Officer
Mr. Santoyo is responsible for financial services, information technology, and facilities management for the functional areas of financial reporting, strategic business development and budgeting, data center, investment and treasury management, actuarial analysis and rate development, reinsurance and risk management, HEDIS cost and utilization reporting, government and regulatory audits and reporting, enrollment and member eligibility/capitation and purchasing. He has more than 16 years of experience in health care management and seven years experience in public accounting firms. Mr. Santoyo has served as the C.F.O. for 12 years in several health care organizations and is a certified public accountant licensed to practice in the State of California.
Patricia Gutierrez, Vice President, Human Resources
Mrs. Gutierrez has more than 20 years experience in Human Resources in the areas of health care and management. She joined NAMM in March 1997 following a career in the manufacturing industry. Since that time, the Human Resources Department has been a critical component in complying with all labor laws and has kept the company from discrimination/harassment lawsuits. Her current responsibilities include oversight of all HR functions, including recruitment and retention programs, management training and company-wide customer service educational programs. Mrs. Gutierrez is an active participant in the Employer’s Group (Human Resources Organization) and Society of Human Resources Management.
Elizabeth Haughton, J.D., Vice President, Legal Affairs, Corporate Counsel
Mrs. Haughton has more than 14 years of legal experience including 10 years in the health care field. Her background includes teaching business law for Campbell University and as a litigator, representing physicians and medical groups. Upon joining the Company in 1998, she founded its Legal and Compliance Departments and is currently responsible for the management of legal affairs, corporate compliance, regulatory issues and risk management oversight. Ms. Haughton is the Vice Chair of the Public Policy Committee for the California Association of Provider Groups and is a member of the Improvements Committee for the Department of Managed Health Care. She is licensed to practice law in the states of California and North Carolina, obtaining her undergraduate degree from Loyola Marymount University, and J.D. from Whittier Law and American University.
Judi McGee, Vice President, Transactional Services
Ms. McGee has more than 20 years of managed care experience in the areas of claims, eligibility and member services. She has been involved from both the Health Plan (Travelers, Aetna) and group sides of the business. Ms. McGee joined NAMM in March of 1999 as Director of Claims. Since that time the company has assisted its clients in achieving and maintaining compliance with all health plans. Her current areas of responsibility include claims, contract configuration, coding and project management for several company-wide initiatives. She is an active participant in ICE, serving on the Claims Standardization Committee since 2000.
Demara Nuzum, R.N., Associate Vice President, Medical Management
Ms. Nuzum has 19 years of managed care experience in the area of medical management, which has included UM, QI, credentialing, risk management and case management. She also has worked as a private consultant for health plans and with IPA/MSO entities in the area of medical management, as well as assisting in preparation with regulatory audits and DHMC license filings. Ms. Nuzum joined NAMM in June of 2002 as Director of Corporate Compliance. In May of 2004, Ms. Nuzum assumed responsibility for Medical Management. She has always maintained an active role in ICE, serving on numerous workgroups focused on standardization of medical management processes.
Scott Thompson, Vice President, Information Technology
Mr. Thompson has more than 25 years experience in software development, health care and business development, including physician office management, charting systems, pharmaceutical clinical trial management and professional and institutional billing. He developed computer-based ED Physician charting systems and Clinical Trial Management systems conforming to FDA-CFR-11 guidelines, and consulted for organizations such as Merck, Proctor and Gamble, Trader Joes and Solomon/Great Plains/Microsoft. His current responsibilities include the management of user workstations, departmental systems, corporate data management, reporting services, application development, network security and HIPAA compliance monitoring.
